Provides advice on implementation of maritime safety, security, and environmental protection measures as prescribed by national and international law. Assists a diverse set of clients in interactions with national governments and international organizations. Experience Maritime Advisor to Anglo Eastern Ship Management LLC Maritime Advisor to the Republic of the Marshall Islands Distinguished Senior Fellow, George Mason University’s Critical Infrastructure Project As a member of the Senior Executive Service with the USCG held the following positions; -Director of Information and Technology, (CIO), U.S. Coast Guard -Director, National Pollution Funds Center, U.S. Coast Guard -Associate Program Director, Office of Maritime Safety, Security, and Environmental Protection, -First chairman of the Interagency Oil Spill Prevention and Response Research and Development Committee mandated by the Oil Pollution Act of 1990. Extensive international negotiation experience both as head of and serving on delegations to the International Maritime Organization (IMO) and the United Nations Conference on Trade and Development. (UNCTAD). A registered professional engineer. Education Graduate of the University of Maryland with a B.S. in Fire Protection Engineering, a graduate of The National Defense University’s Industrial College of the Armed Forces, and a graduate of George Washington University with a Masters in Public Administration. Member of Pi Alpha Alpha, national honor society for students of Public Administration. Awards Holds the Presidential Rank of Distinguished Executive, the highest award in the Federal Civil Service. Received the Secretary of Transportation’s Meritorious Service Medal, the Secretary’s Bronze medal, two Coast Guard Superior Achievement Medals, and the Commanders Award for Civilian Service.
